Spell
Spell Name: Volatus
Spell Incantation and Wand Movements: Volato Facerio - The caster creates a vertical line upward with a clockwise circular motion at the top. Should look like a quidditch hoop.
What It Does: It is the triggering spell allowing the rider of a Khafaash Volatus to gain autonomous control of their broom.
A Brief History: In October of 2018 and Keegan Bishara (was Keegan Shacklebolt) set out to cure a plagued world of it's inability to fly. The pair worked closely with several broom makers, including @wood , to create the Khafaash Volatus broom. This broom's enchantments are strong enough to bind to even dormant magical cells within a person, but binding did not prove to be enough to allow the rider to fly the broom. Once the broom was bound to it's rider it needed to be paired with a several spells that would allow it to take flight. Having any broom in the air was possible with an active magical person casting spells such as Leviosa, but the purpose of these brooms were to create autonomous flight. Keegan Bishara, being a spell inventor, was able to devise a spell that could give the rider control of the broom despite having no active magic of their own.
Any Additional Information: This spell must be coupled with other spells in order to work. The rider can only begin autonomous flight if they are already in the act of flying. This being said, a caster must be present to do the spells required to get the rider in the air. The process is challenging but once Volatus is cast the rider has full control of the broom just as they would if they had their magic. If the rider loses contact from their broom by jumping or being struck off of it then the spell breaks and they can no longer regain control if they so happen to reestablish contact with the broom. The only way control can be reestablished is through a secondary cast of Volatus.

Magical Object
Item Name: Khafaash Volatus
Item Appearance: It is a brand of broom that can come in various sizes to fit it's owner.
What It Does: This broom is like no other in that the rider does not have to have active magic present within them. The enchantment on the broom, placed by a skilled broom maker, would allow it to bind to the dormant magical properties of the rider. When coupled with the appropriate spells this will allow the rider to fly and control the broom at will. This, subsequently, includes riders who are Squibs as they have magic in their DNA which is not activated.
A Brief History: and Keegan Bishara (was Keegan Shacklebolt) began working on the idea of creating a broom to fly without the presence of active magic since they both lost their magic in October of 2018. The two worked closely with a multitude of broom makers, including @wood , to come up with the broom's components as well as devising the enchantments used to make it functional.
Rarity: Could become rather common.
Any Additional Information: A great deal of research was put into the making of this broom by the parties mentioned, including but not limited to testing done in the practice rooms of Snidget Youth Quidditch. With the enchantments on this broom a person who does not have active magic will be able to fly with the assistance of a person who does have magic casting the spells required to make it function. Hypothetically this could be done by every team, possibly with an additional employee who's job is specifically to cast and recast spells on the equipment. As it stands once the rider is no longer in contact with the broom the spell breaks and must be recast. It should also be mentioned that this broom is in the earliest stages of development right now, only now releasable to the public for use following the announcement that Muggleborns are allowed to play again. These brooms are currently on the pricier side but work is being put in to bring the cost down. The process in which these brooms are made is patented.

I know that the epidemic is hard on Quidditch players. But there is no reason to believe that a broom like this could be made. And if it were possible, it would be made by dozens of inventors, broom makers, and spell inventors -- would likely take years, not a few months, and would not be made by two people with no invention experience. Even toy brooms, made for children, likely make use of their magic!

If we allowed this even under the context of how toy brooms are operated, they would be basic at best, probably have a height limit of ten to twenty feet at most, and would not be allowed in the league. I'm sorry -- again, I know that not being able to fly is hard on Quidditch players, but I do not see it as feasible!
