Helier is an entirely magical port village on the northern border of Belgium. The town is so far outside of muggle reach that there is very little chance of any of them ever finding it, and if they do, they see a ghost town, decrepit and crumbling so that they avoid entering at all costs. If you are of magical decent though, you will see a thriving little town that has everything it needs to sustain itself in this post-modern magical world.
